The problem this solves

A venue's menu, recipes and allergen matrix usually live in separate documents, edited by different people at different times, and they drift apart. A dish stays labelled "gluten-free" on the menu after the kitchen quietly switches to a marinade that includes soy sauce. Nothing structurally checks the claims against each other, and the mismatch surfaces at the worst possible moment: in front of the guest who asked the question because they had to. Food-safety logging — fridge and hot-hold temperatures, cleaning schedules, goods-in checks — typically still runs on paper clipboards or a supervisor's memory, which is thin evidence if anything is ever queried afterwards.

Putting a guest-facing AI agent on top of this (menu Q&A, allergen advice, pairing suggestions) raises the stakes rather than lowering them. An agent answers instantly and confidently; it is only as safe as the data it is drawing from, and a guest has no way to tell a well-sourced answer from a confidently wrong one. Singapore is also tightening the regulatory floor under this problem: the Food Safety and Security Act 2025 consolidates food-safety law and adds traceability and record-keeping duties for licensed food businesses, with its first tranche in force from 28 November 2025 (source 10), and the Singapore Food Agency's new Safety Assurance for Food Establishment (SAFE) framework starts grading roughly 45,000 licensed establishments from 19 January 2026, with the grade displayed by QR code at the premises for any customer to scan (source 8, source 9).

What it costs to ignore

No Singapore-specific quantified cost figure for allergen or food-safety failures was found in the sources checked for this brief, and it would not be honest to invent one. What is documented is the structural exposure. Allergen incidents are a genuine life-safety risk, not a service-quality one, and an operator whose menu contradicts its own recipe data has no solid answer if something goes wrong. On the regulatory side, the arithmetic is now explicit rather than implicit: from 19 January 2026 every SFA-licensed establishment gets a public A/B/C grade, a single major lapse (a conviction or a licence suspension under the demerit-points system) drops an establishment straight to Grade C "regardless of present grade", and the grade is scannable by any customer standing at the door (source 8). From Phase 2 (details due by 2027), Category 1 establishments — restaurants with a kitchen of 16m² or larger, caterers, central kitchens — must appoint an Advanced Food Hygiene Officer and run a certified Food Safety Management System (FSMS) just to hold or reach Grade A (source 8, source 9). A paper trail that cannot demonstrate consistent checks and consistent menu data is no longer just a food-safety risk; it is a public grade risk.

The digital food-safety and HACCP category serving Singapore kitchens today is entirely US, UK, Australian and Canadian imports, and none of them do the specific thing this use case is about: checking a live AI agent's allergen answer against the source recipe data before it reaches a guest. That verification step did not exist as a requirement until restaurants started putting AI in front of guests, so it sits outside what legacy HACCP and inspection tools were built to do — the gap here is category-wide, not just Singapore-specific.

Buy or build?

If the need is digital HACCP logging — temperature checks, cleaning schedules, an audit trail that stands up to an SFA inspection or a Category 1 FSMS assessment — buy. FoodDocs or Trail are the more affordable credible options and both are designed around exactly this record-keeping. If the need also includes an allergen data source with structured ingredient-level tagging, MenuSano or a similar labelling tool covers that layer. But the part of this use case that verifies a guest-facing AI agent's allergen answer against source data before it reaches a guest is not sold by any vendor identified here: build that layer, and wire it into your trust and confidence layer rather than treating it as a one-off script. Keep a person in the loop on every flagged contradiction regardless of which pieces you buy.
